Russian President Vladimir Putin shakes hands with Chinese President Xi Jinping during a signing ceremony following their talks at the Kremlin in Moscow, Russia March 21, 2023. China and Russia declared a "no limits" partnership in February 2022 when Putin visited Beijing just days before he sent tens of thousands of troops into Ukraine, triggering the deadliest land war in Europe since World War Two. Biden has referred to Xi as a "dictator" and has said Putin is a "killer" and a leader who cannot remain in power. Since the Ukraine war, Putin has mostly stayed within the former Soviet Union, though he visited Iran last year for talks with Supreme Leader Ayatollah Ali Khamenei. The United States has warned China against supplying Putin with weapons as Russia, a $2 trillion economy, battles Ukrainian forces backed by the United States and the European Union.

The strike was carried out in neighbouring Democratic Republic of Congo on Sept.16 and intelligence gathered after the strike had confirmed members of group, Allied Democratic Forces (ADF), had been killed, he said. In December 2021 Uganda launched an operation in eastern Congo against ADF but the group still carries out attacks both against civilians and military targets in Congo and Uganda. In June this year 42 people, mostly students, were massacred at a school in Kasese in western Uganda -- another attack Uganda blamed on ADF. The rebel group is widely believed to seek to establish an Islamic rule in the east African country.

Some Russian military bloggers with substantial followings expect a serious reshuffle of the military in the light of the Wagner uprising, and perhaps within the security services for not seeing the preparations for it. Putin has sought to reassert his authority after Prigozhin's mutiny. There is no way to verify Rybar’s allegations, but their airing may demonstrate a level of apprehension in the Russian military in the light of the mutiny. At one point, according to Russian military bloggers, Surovikin interceded to try to procure ammunition for Wagner.
